Apparently so, according to something I read on DA yesterday.

Apparently, Ho is Suzaku whilst Oh is part of every other phoenix in existence.

Ho and Oh were separated because of something or other. Ho was renamed Suzaku to fit in with the other Celestial Pillars and Oh became a part of every phoenix ever born.
